Holy Veil a nice skill, but hexbreaker seems more durable in a high hex environment. Once they figure out you are using hexbreaker they will precast their "cover hex" to kill hexbreaker, but if you are watching you can recast hexbreaker denying the mesmer twice with very little energy. Even the most potent hex spams will find it easier to move to another target, which makes healing easier for the monk.

There is enough enchantment hate in the current enviroment to keep me to one copy of holy veil for utility. Everything else should be i-hex and hexbreaker.
